Private e-scooters come with 'safety concerns' and are 'less safe' than rental schemes

    Even though use of private e-scooters is illegal, the majority of people surveyed for the report said they have seen scooters used in areas without a trial.

    PACTS said: “PACTS is clear that rental scooters and their use are different in a number of significant respects from private scooters and private use. This will remain so.

    “It will not be feasible to impose the sophisticated safety devices and management systems, employed in the better rental schemes, on private e-scooters and users.”

    Data in the report found casualty numbers were “growing” across the UK.
